BRITAIN'S success in combating a computer annoyance called spam gives hope to users in Singapore and elsewhere in the world who are plain fed up with the unsolicited e-mail. The relief to choked British computer mailboxes came in the wake of new laws aimed at countering junk e-mail. Under the legislation, enacted last September, spammers could be fined £5,000 ($15,200) in a magistrate's court or face an unlimited penalty from a jury.
